Evaluation as definition of positions is undertaken in order to determine and analyse an initial state. It is often clear that something has to be undertaken, but the corresponding correct solution is less clear. A sound analysis of the existing situation ensures that no false ad hoc activism is undertaken. On the basis of broadly based information and data the evaluation permits the recognition of the tendencies for the correct solution and minimises the risk of insufficient measures.
